Style properties for the highlighting (supports light and dark mode)

Highlight style properties for threads and posts independently
Automatic post highlights based on admin setting for total reaction score above min threshold
Permission-based system allowing post highlighting by usergroup or node-level if needed
Display "Post Highlights" with message count with user-message-info (optional)
- Display counts for post, thread or counts for both
Adds a User Criteria for "User has received at least X highlighted posts"
Adds a User Criteria for "User has received no more than X highlighted posts"
Adds a User Criteria for "User has received at least X highlighted threads"
Adds a User Criteria for "User has received no more than X highlighted threads"
Supports awarding trophies based on highlighted posts
Supports awarding trophies based on highlighted threads
Supports showing notices based on highlighted posts

Additionally, there's a "Special highlight" feature to allow a completely different styling for admins/mods to draw attention to important posts using a separate "special highlight"
- These highlights are not counted towards user totals
